Born on August 25, 1969, in Mafa area of Borno State, Babagana Umara Zulum combined farming and schooling in his early years, later studied engineering and built a long academic and public-service career.

Zulum worked in the Borno civil service, taught at the University of Maiduguri, served as Rector of Ramat Polytechnic and later became Commissioner for Reconstruction, Rehabilitation and Resettlement under Governor Kashim Shettima. He was elected governor in 2019 and re-elected in 2023.
